Replacement Housing Program

Our goal is to replace the very lowest quality housing stock with new, low-maintenance, energy-efficient, site-built housing. We specifically target pre-1976 mobile homes, post-1976 mobile homes in very poor condition and stick-built houses in extremely poor condition. All of the target homes must be of such poor design and/or in such poor condition that their rehabilitation would make no economic sense.


If Penquis determines that your home is in need of replacement, this program will try to help you arrange the financing package necessary to complete the project. Low-interest first mortgages, zero-interest forgivable second mortgages and grant funds are available for qualified applicants.

If financing can be arranged, Penquis will replace your existing home. To that end, Penquis has designed a series of small ranch-style houses to be constructed as replacement homes. The house will feature a low-maintenance exterior and efficient interior layout. Our Weatherization staff has designed the insulation package to meet current State energy conservation codes, with provision for ventilation to ensure good air quality. We have worked with one of the area's leading heating firms, Webber Energy, to design a very cost effective, state of the art heating system for both space and domestic hot water heating needs.

The result is a home that promises to be inexpensive to maintain and heat, easy to repair and expand, and comfortable to live in. This home will become an appreciating asset. Penquis will manage the entire replacement project. The existing home will be demolished as part of the project.

ARE YOU ELIGIBLE?

To be eligible to take part in this program, you must own your home and the land it occupies. In addition, you must have a 2-year income history, not to exceed 80% of the area median income, and you must have reasonable credit. Your home will be inspected by Penquis to determine its suitability for replacement.
