Penquis, a social services agency serving Penobscot, Piscataquis, and Knox counties for over 50 years, is currently seeking a full-time (40 hours/week; benefits eligible) Housing Development Operations Manager.

Location: Bangor, Maine

The Operations Manager will work in conjunction with the Housing Development team to bring Affordable Housing Properties through construction and into their compliance period. The Operations Manager is responsible for meeting all assigned contract requirements and performance standards. Monitoring policies and procedures, interpret rules and regulations and ensure compliance. As a team member, you assist the Housing Development Director and staff in the development of the department’s vision, strategies and resources. You work closely with finance staff to ensure consistent communication and up to date financial information flows between members.

Key responsibilities include assisting in the production of new affordable housing projects from pre-development to 15- year exit strategies. Manage and supervise assigned personnel following Penquis policies and procedures, maintain necessary documentation/communication for compliance. Promote, maintain and ensure a positive working collaboration with Corporate Services on all development activities. Assist with the Board of Directors quarterly presentation materials and attend the Board meetings.

Required qualifications include Bachelor’s degree in Business Administration with 5-7 years related work experience, two of which were supervision. May consider other relevant education or work experience depending on candidate’s background and experience. Knowledge of Low-Income Affordable Housing and Low-Income Housing Tax Credit Regulations. Computer proficiency, including excellent spreadsheet and word processing skills. Excellent written and verbal communication skills demonstrate ability to work independently and set priorities. The salary range for this position is $66,130-$99,196 commensurate with experience and qualifications. Those with related education and experience are encouraged to apply.
