Adaptive Behavior Services for Children (Section 28)

Section 28 Adaptive Behavior Services for Children provides individualized, home- and community-based behavioral health services designed to support children in developing functional, adaptive, and socially appropriate skills. Services are delivered one-on-one by trained Behavioral Health Professionals (BHPs), with active involvement from the child’s family and natural supports.

This program focuses on improving each child’s ability to function successfully in home, school, and community settings through skill development and behavior support.

Services Provided

Adaptive Behavior Services for Children supports children with developmental, cognitive, or behavioral health needs by providing structured, evidence-informed interventions that focus on:

• Increasing adaptive and functional life skills
• Improving communication and social interaction
• Reducing maladaptive or high-risk behaviors
• Promoting independence and community integration

Services are individualized and based on the child’s assessed needs, with measurable goals targeting skill acquisition and behavior change. Interventions are implemented in natural environments, including the home and community, to promote the generalization of skills.

Family engagement is a critical component of the program. Parents, guardians, and caregivers are supported in learning strategies to reinforce skill development and maintain progress outside of direct service time.

Eligibility

Children may be eligible for Section 28 Adaptive Behavior Services if they:

• Are under the age of 21
• Are eligible for MaineCare
• Demonstrate significant functional limitations related to a developmental, cognitive, or behavioral health condition
• Require medically necessary services to develop or maintain adaptive functioning and prevent regression
• Have needs that cannot be effectively addressed through typical caregiving supports alone

Referrals for this service cannot be made directly to Penquis. Please contact your child’s Case Manager for assistance with making a general Section 28 referral through Acentra.
