Penquis is leading the Maine Highlands Economic Development Initiative, a collaborative effort focused on economic revitalization in rural Maine. Through the Maine Highlands Economic Development framework, the initiative seeks to design a sustainable business project that creates full-time, year-round jobs in Penobscot and Piscataquis counties.

This initiative is one of just ten projects nationwide to receive a Community Economic Development Planning Project grant from the federal Office of Community Services. The funding supports local planning designed to build job-creating enterprises and improve long-term economic health across the region.

Penquis will work with community members, local businesses, and regional planners to develop a strategy that aligns with local values, natural resources, and workforce potential. According to The Piscataquis Observer, the initiative’s success could serve as a model for other rural areas nationwide.

This planning phase is just the beginning. Over the coming months, Penquis will gather data, facilitate regional workshops, and explore models for enterprise development that are adaptable to northern Maine. The outcome will be a tailored business plan grounded in community priorities, aiming to enhance resilience, self-sufficiency, and equitable job access.
